Nan P. Moss, C.S.C., and David Corbin, M.S., C.S.C., are faculty members of the Foundation for Shamanic Studies, teaching the beginning to the most advanced courses for the Foundation at locations throughout the Northeast, including Boston and New York City. In 1861, three escaped slaves appealed for protection and were judged to be "contraband of war." In the months that followed, thousands of slaves took refuge behind the Union lines, reshaping the landscape of the Civil War and eventually leading to emancipation. On May 21 and 24, commemorate the 150th anniversary of the courageous actions of Shepard Mallory, Frank Baker, and James Townsend, and the monumental decision made by Union Major General Benjamin Butler, during two celebrations at historic Fort Monroe.

Also presented will be the re-enactments of the contraband decisions, live music, and more. The commemoration commences with a procession-style parade starting on the promenade grounds (by the gazebo, near the bandstand along the waterfront) and concluding on the parade grounds inside the moat.

On Tuesday, May 24, the actual anniversary of the contraband decision, the Post Theatre at Fort Monroe will host an evening of panel discussions and contraband descendants. Attendees will have the opportunity to understand the contraband's significance and its impact our nation's history.

The Contraband Historical Society is an organization of concerned citizens whose mission is to research, preserve and promote the history, legacy, and contributions of the slaves, who were considered "Contraband of War." They were liberated on May 24, 1861 at Fortress Monroe, Virginia by Commanding Officer Major General Benjamin F. Butler. As a result, Fort Monroe became known as "Freedom's Fortress."

In the spring of 1861, three slaves – Frank Baker, James Townsend and Shepard Mallory – were sent by their masters to dig fortifications for the Confederate army. Instead, they decided to flee to Fort Monroe, looking to the U.S. Army for help. On May 24, 1861, a Virginia militia officer came to the fort demanding the return of the men. The fort's commander, Major General Benjamin F. Butler, refused. Butler stated that since the men were being described as property and were being used in the Confederate war effort, the rules of war allowed him to confiscate that "property" as "contraband of war." Butler's far-reaching gesture prompted thousands of slaves to run to Hampton to Fort Monroe to get behind Union lines and join in the Union's war effort in exchange for their liberation.

The "contraband decision" occurred nearly two years before President Abraham Lincoln's Emancipation Proclamation, and four years before the Thirteenth Amendment abolished all slavery in the United States.

Travel credit cards can cost unwary tourists millions in fees and charges

Over two-thirds (68 per cent) of holidaymakers who plan to use their travel credit card overseas could be set to waste millions in travel credit card charges, according to research conducted by Post Office Credit Cards.

According to the Post Office research, paying unnecessarily for the privilege of using a travel credit card abroad is one of the top five financial travel traps catching out UK holidaymakers. Cutting corners on travel insurance and paying over the odds for foreign currency were also identified as common holiday pitfalls.

However, travel credit card charges could easily be avoided by using a travel credit card which does not charge a fee for foreign transactions, such as the Post Office's Credit Card.

Meanwhile the Post Office is advising UK holidaymakers travelling to Europe to check that their transaction can be made in the local currency, instead of automatically being changed to the currency of wherever the card was issued which can result in the travel credit card holder paying over the odds for the purchase.

Az Alibhai, Post Office Head of Credit Cards, said: "If you are planning to use your travel credit card abroad it is vital that you use one which doesn't charge any fee for purchases made abroad.

"The Post Office travel credit card doesn't charge at all for foreign purchases, whether you're within the EU or off on a long-haul trip."

The Post Office travel credit card also offers no cash advance fee when purchasing foreign currency from the Post Office.

California Code Says Parents of Certain Adult Children Must Pay Child Support

Many people think that once their kids are grown, they are no longer responsible for supporting their children financially. But Gina M. Mariani, an East Bay family law attorney, points to a California Family Code which holds parents accountable for their adult children, regardless of age, if a child is incapacitated from earning a living. Mariani feels it is vital for all parents to understand California Family Code Section 3910, especially if they have mentally, physically, or emotionally disabled offspring. She explains five things all parents should know about the code, and how it may affect their lives.

California Family Code Section 3910 specifically states: "The father and mother have an equal responsibility to maintain, to the extent of their ability, a child of whatever age who is incapacitated from earning a living and without sufficient means." For adult children, according to this code, the child support amount is based upon the California Child Support Guidelines in the same manner as it is calculated for a minor child.

"I have had personal experience with these kinds of cases," said Mariani, an Alameda child custody and child support attorney. "They are heart wrenching, especially when a parent refuses to acknowledge that their adult child is disabled and, moreover, legitimately unable to gain and maintain employment."

Mariani notes that many people are simply unaware that this code exists, and explains five things about Code 3910 that she thinks every parent should know:

1)     Oftentimes, a formal evaluation by a vocational expert may be necessary to determine if a disability or some other condition renders the child incapacitated from earning a living. If determined in favor of the adult child, the father and mother are held to the same child support guidelines as if their child were a minor, even if the child is receiving Social Security benefits or some other form of financial aid.

2)     Parents of children who have special needs or children who have or disabilities, when dissolving a marriage, should be aware of this code because child support may stretch into the child's adult life.

3)     If a determination is made qualifying the child disabled, this does not mean that the code is automatically applied, because many adults with disabilities are gainfully employed. Adult children who qualify for support under the code often have severe physical, mental or emotional disabilities and are on a regular regime of visiting medical professionals and taking medications.

4)     Adult children who already receive Social Security or financial aid may still be awarded child support under Code 3910. Those payments do not automatically excuse the parent's child support obligation because the adult child could still be without sufficient means.

5)     The responsibility of the Court in these cases is very narrow. Mariani notes, "This area of the law is tricky because the Court can obligate a parent to pay child support but cannot make a determination about custody or compel the adult child to visit with the obligor parent."
