They recommend that collection of particular data points begin in the current or next program year. This will help to compare the varying approaches across the state programs. Parkersburg, WV (PRWEB) April 28, 2011 The Electronics Recycling Coordination Clearinghouse (ERCC) is releasing today its set of "best practices" for measuring the performance of state electronics recycling programs. As the number of state, manufacturer, and retailer-sponsored recycling programs has grown, so too has the desire to compare the different approaches to determine which are the most effective. The new ERCC publication, which was developed with input from public and private stakeholder members of the ERCC, addresses this gap by recommending a standard set of metrics that can be used to develop a coherent baseline set of data. The need for harmonized performance measures was identified as the top priority at a workshop held by the ERCC at the September 2010 E-Scrap Conference. "With several states having two or more years' worth of data about their program now available, it's time to look at the real results using an apples-to-apples comparison," said Jason Linnell, Executive Director of the National Center for Electronics Recycling (NCER), which manages the ERCC in conjunction with the Northeast Recycling Council (NERC). "Too often we hear judgments being made about the state programs based on anecdotal information or incomplete data. These new metrics, when adopted and incorporated, will reduce these types of misinformed conclusions," said Linnell. "While legislators and advocacy organizations have worked hard to develop effective electronics collection strategies, they have been challenged by a lack of data upon which to promote one strategy or another," Lynn Rubinstein, Executive Director of NERC commented. "With the implementation of the performance measurement system recommended by the ERCC, we can expect to have more program strategies that mirror successful programs, resulting in more electronics recycling." The ERCC is a forum for coordination and information exchange among the state agencies that are implementing electronics recycling laws and all impacted stakeholders. The ERCC was launched in 2010. The new ERCC performance measures document identifies the preferred performance measures that should be tracked in electronics recycling programs as soon as possible. The measures are: 1) net pounds collected for recycling; 2) pounds collected for recycling per capita; 3) total number of permanent collection sites; 4) total number of mail-back programs and special collection events held annually; and 5) total weight recycled as percentage of weight collected. Basing evaluations of state programs on these baseline measures will provide a more level playing field for relative evaluation of program types and structures. ERCC recommends that collection of these data points begin in the current or next program year, and plans to post all available metrics on the ERCC website. During 2011, the ERCC will release other documents with recommendations on various topics, such as product definitions and collector best practices which have been developed through member working groups. The ERCC is also planning to activate an online registration system for manufacturer and others and expand existing databases on the ERCC website. Taylion Virtual Academy opened at the start of the 2010-11 year as a public charter school. At the beginning of its second semester, Taylion Virtual Academy submitted a report, known as a self-study, to begin the process of becoming accredited. Submitting the report starts the process of accreditation, in which Western Association of Schools and Colleges sends a team of educators to Taylion Virtual Academy. The team, known as a WASC Accreditation Team, will closely examine the way Taylion educates students, then issue a recommendation for accreditation. This distinction will be apparent to Taylion Virtual Academy graduates who plan to attend California State University or University of California schools upon graduation. When a high school is WASC-accredited or a candidate, public universities count credits earned there as a means of satisfying the admission requirements. Students who decide to leave Taylion and go to another school also would benefit from their current school being a candidate for accreditation. High schools with WASC accreditation accept the credits of students who transfer from other WASC Accredited schools. "We want our students to be able to transfer to another school if they move, or when they graduate," La Ferriere said. "We want to provide them with the most resources possible. With WASC accreditation, we will be able to do that." As a "Candidate School," Taylion Virtual Academy would then have another three years to further develop its programs. After submission of a second self-study, and a second visit by a WASC Accreditation Team, the association would then give Taylion Virtual Academy either full accreditation for six years, or a limited accreditation for a shorter period of time. Preparation for a Western Association of Schools and College accreditation takes students, parents, teachers and school administrators on a process of discovery. Likewise, the perspective of the outside visiting team can also give a school insight into how well they're doing. "The process will uncover the ways our school can improve the quality of our education," said Will Griffin, Executive Director. "We must identify our strengths and weaknesses," La Ferriere said. "We interview parents, students and teachers to find out what they are happy with and what they would like to see improved." "We also interview members of the community," Griffin said. "We want this report to reflect the values of our community." A Western Association of Schools and Colleges accreditation assures that the school meets California's standards of quality. The association, a private entity, works closely with the California Department of Education to accredit schools based on the state's standards. No two schools follow an identical approach to meet standards for accreditation. Fayetteville, AR (PRWEB) April 28, 2011 The US Department of Agriculture lists 145,615 poultry farmers in the United States with an average of four broiler houses per farmer. Propane is the common fuel used for heating in temperate climates with a typical broiler house consuming $7,000 to $10,000 a year. Rapidly rising fuel costs are forcing farmers to look for new approaches to help keep their operations profitable. Fuel use represents the largest percentage of energy costs during the winter. Heat loss through the fan ventilation system is most prevalent in broiler houses. The HRV system will recover heat in the ventilation air and complement the existing ventilation system. This collaborative effort is researching a new ventilation approach to provide area poultry growers with an opportunity to decrease their heating expense and provide an environment conducive to poultry performance by utilizing heat recovery ventilation. This would improve profitability and reduce the carbon footprint for broiler farms to improve environmental quality. The project started in October of 2010 with the purchase of equipment followed by the installation of HRV and monitoring. The first trial ran from January – March of 2011. The second trial began March of 2011 and will end in May of 2011. Evaluation of the data and findings will be submitted for publication after the completion of the second trial.
